北京环保新规：环境污染致3人死亡即为"重大"级别 Oct 12th 2013, 20:47 北京市环保局官网颁布《北京市突发环境事件应急预案》2013年修订版。其中规定，环境污染造成3人死亡即为"重大"级别；导致10人以上死亡，或100人以上中毒，或造成经济损失1亿元以上的，即为"特别重大突发环境事件"。大气污染事件首次被列入突发环境事件的分类因素之一。 另外，该新修订版本在适用范围上也做出调整。大气环境污染事件首次被列入突发环境事件的分类因素之一，其它类别包括水环境污染事件、土壤环境污染事件、生态环境污染事件和辐射环境污染事件。
