六万亿债造「鬼城」 「万户萧疏鬼唱歌」 Aug 19th 2013, 05:39 中共党报19日狠批各地造城「盛宴」，责问造城导致5.95万亿元人民币债务怎么还？ 中国国家发改委城市和小城镇改革发展中心最新调查的12个省区中，12个省会城市都要建新城，144个地级城市中有133个要建新城，平均每个地级市提出建设1.5个新城新区。 党报指出，很多新城规划面积达到了现有城市面积的一半多，规划人口基本相当于现有城市人口。 该报称，一些地方大兴土木，用钢筋水泥和砖瓦石块在短时间内人为造出一个新城，但由于没有足够的人口，到了夜晚一片漆黑，无人居住，成为「鬼城」；还有一些新城在建设过程中，大肆违规占地扩张，安置补偿不合理，政策不到位，引发群众不满，群体性事件频发，严重影响了社会和谐稳定。
