重启开城运转 南北朝鲜会谈 Aug 14th 2013, 09:08 南北朝鲜周三在北朝鲜境内开城举行第7轮工作会谈，协商重启开城工业园区运转。 韩国一家日报周三报导，如果北朝鲜持正面态度，为开城工业园区正常运转带来转机，朴槿惠有可能提出更加积极的南北朝鲜关系提案。 这次协商，双方的最大分歧点是责任归属问题。南朝鲜政府希望认定开城停工责任是在北朝鲜，并要求北朝鲜承诺永不再犯。 而北朝鲜则主张，开城停工的根本原因是南朝鲜采取的敌视行为造成，双方应共同负责。
