化解岛争 日俄商定「平手」原则 Sep 6th 2013, 02:19 俄罗斯总统普京（Vladimir Putin）和日本首相安倍晋三在G20会议上针对北方领土问题交谈，双都同意，这起近七十年的岛屿争议解决之道，取决于「平手原则」。 普京和安倍晋三G20高峰会场边交谈。普京发言人培斯科夫（Dmitry Peskov）告诉记者，两人「非常简明扼要地谈论俄日和平协定的问题」。 培斯科夫说：「对于和平协定问题的解决之道，只能以无分胜败的平手原则为基础，双方都表示理解。」他说：「这在日文中称为hikiwake（平手），身为柔道高手的普京很熟悉这个措辞。」 日俄两国争夺俄国称之为「南千岛群岛」、日本称之为「北方领土」的群岛。当地自二战结束以来就受莫斯科当局控管，但东京当局仍宣称拥有主权。
