卫计委：社会抚养费上缴国库后返还地方财政 Sep 5th 2013, 15:03 由于近日中国媒体和网民密切关注社会抚养费征收管理有关问题，国家卫生计生委宣传司副司长、新闻发言人姚宏文表示，社会抚养费上缴国库后，作为地方财政收入的一部分，由地方政府连同其他财政收入一起，统筹用于本地区各类公共服务和社会事业支出。社会抚养费的收入没有对应的支出科目，也不允许与计划生育支出挂钩。 最近，中国14名女律师在9月初致信国家审计署，申请公开社会抚养费的审计情况。社会抚养费俗称"超生罚款"，每年全国各地总数惊人，但没有知道这些钱用在了什么地方。有人说，社会抚养费绑架了中国的计生政策。
