多省访民进京"围观三中全会"遭拦截 Oct 31st 2013, 18:07 中国河南、贵州等多省政府部门，围堵拦截当地访民前往北京"围观三中全会"。据64天网报道，河南22名访民冲破政府的拦阻，乘火车前往北京。贵州关岭县则派出大批政府人员，阻拦当地访民进京围观三中全会。另据海外维权网报道，10月29日中午，来自全国多个省市的200余名上访维权人士，在北京永定门车站附近，打出"维权人向十八届三中全会谏言"的标语，希望能尽快依法解决上访人员的合理诉求。
